2. For the preliminary work necessary the sum of fifty thousand dollars ($50,000) or so much thereof as may be necessary, is hereby appropriated out of any moneys in the state treasury not otherwise appropriated when the same shall be included in any annual or supplemental appropriation bill. The moneys hereby appropriated shall be paid out by the state treasurer on the warrant of the comptroller of the treasury, upon vouchers signed by the chairman of the said Port of New York Authority. The said sum shall be paid back to the state after the repayment or satisfaction of any loans from or debts incurred by the Port of New York Authority on its own bonds or other obligations, pursuant to such legislative authority as may be given for the effectuation of the plan so to be recommended.
