2. The governor shall appoint a commission of five members, citizens and resident of Passaic county; one commissioner for one year, one for two years, one for three years, one for four years, and one for five years. At the expiration of the term of any member thereafter, the governor shall appoint a succeeding commissioner for a regular full term of five years. Said commissioners shall receive no remuneration for their services as rendered, shall organize by selecting a chairman and a secretary for this commission and shall adopt rules for the conduct of the business of the commission in the acquisition and preservation of the Dey House Washington Headquarters. In the event of a vacancy in the commission occasioned by death, resignation, disability or otherwise, the governor shall appoint a commissioner to such vacancy for the balance of that unexpired term.
