2. That after the said grounds shall have been improved as aforesaid with the proceeds of the moneys paid over and evidences of indebtedness assigned by said association to said commission, the said grounds, the site of the monument and the monument itself, shall, until otherwise provided by law be and remain in the care and under the supervision of the commission created by the act of legislature of this state to which this is a supplement.
