1. That when “The Monmouth Battle Monument Association” shall pay all the moneys belonging thereto and shall transfer all the bonds and other evidences of indebtedness in possession of said association to the said commission created by the act to which this is a supplement, the said commission may receive the same and shall use the proceeds thereof as soon as practicable, to grade, fence, beautify and improve said Monument Park; provided, the sum paid together with the bonds and other evidences of indebtedness transferred as aforesaid by said association to said commission shall exceed in value the sum of twenty-six hundred dollars.
