7. That any person violating any of the foregoing provisions or any rule or regulation prescribed thereunder, shall be subject to a penalty, for each violation, to be imposed upon conviction by the court or magistrate hearing the same, of not exceeding twenty dollars, and in default of payment thereof the offender may be committed to the county jail for any term not exceeding ten days; the penalties herein provided may be enforced by or before any justice of the peace, police justice or judge, or recorder, of any municipality within such county; and process in the nature of a warrant may be issued, or complaint made on oath, for the apprehending of the offender, or such offender may be arrested on view without warrant by any police officer, sheriff or constable in such county.
