20. That all the proceedings and acts of said board, as the same shall appear upon the minutes of said board, and all maps, contracts, awards, assessments or other matters or papers on file in their office, relative to or concerning said road, shall be matters of public record, and parties shall be deemed to have due notice of the existence thereof; and the same shall be open to the inspection of the public during the business hours of every day (except Sunday and holidays), and copies thereof, certified by the clerk of such board under its seal, shall be evidence in all courts and places the same as the original would be if produced.
