19. That said board may establish such rules and regulations for the authentication of all their acts and all contracts, the government of officers and employees, and for all other purposes necessary or expedient for the efficient execution of this act, as to them shall seem necessary or convenient; and all meetings and proceedings of said board relating to their duties under the provisions of this act shall be public.
