9. That after the meeting of said owners and possessors at the time and place appointed as aforesaid, it shall and may be lawful for said owners and possessors to meet and assemble statedly on the first Monday in April, yearly and every year, at one o'clock in the afternoon of that day, at such places as a majority of those met at the first meeting or at the last preceding annual meeting may have from time to time appointed, and there between the hours of one and five in the afternoon, by ballot or otherwise, and plurality of votes of those met, appoint managers, a treasurer and clerk as aforesaid, to continue for one year and from thence until others are appointed to supply their places, and the manager or managers, treasurer and clerk shall have the like powers as those hereinbefore mentioned; provided, always, that nothing in this last act contained shall be construed to prevent a manager from being treasurer, clerk, or both; and provided further, that the owner or owners, possessor or possessors, lessee or lessees of two-thirds or more of the valued acres of meadow lands lying within the bounds of any meadow company organized under this act or any supplement thereto, may at any time, by notice in writing signed by him, her or them, and put up at three or more public places in the township in which the said lands or the greater part thereof may lie, and published for one week in a newspaper printed and published in the county where said lands are located, call a special meeting of the owners, possessors and lessees of said meadow lands for the election of officers of such company at a time and place to be specified in said notice, and at such time and place such owner or owners, possessor or possessors, lessee or lessees, may, by a vote of two-thirds or more of the owner or owners, possessor or possessors, lessee or lessees of two-thirds or more of said valued acres, elect a manager or managers, treasurer and clerk in the stead and place of those who before said meeting may have held those offices; and the said manager or managers, treasurer and clerk so elected shall, from the time of their said election, have and exercise all the powers conferred by this act, or by any supplement thereto, until the time of the next annual meeting of such company, and from thence until others are appointed to supply their places; and such newly-elected officers shall be, from the time of their election, entitled to all the minutes, books, maps and papers of such company.
