3. That if, after the meadow or marsh is drained, and a measurement and valuation had, according to the fifth section of the act to which this is a supplement, it shall appear that any of the owners or possessors have paid more than their ratable proportion of taxes to defray the expenses of all prior improvements, then the said managers shall assess the same upon those owners or possessors who have not paid their equitable proportion, in such manner as shall to them appear just, and, with the moneys thus raised, refund to each individual the sum or sums by him or her overpaid, with interest for the same.
