2. That, for the security of all moneys assessed or expended by virtue of this act or supplement, all the marsh or meadow inclosed by said bank or banks, laid out as aforesaid, shall be pledged and bound for the payment thereof, and be collected according to the sixth section of the said act, to which this is a further supplement.
