(a) After the plan of action has been presented as required under G.S. 160A-866, the council shall conduct a public hearing on whether to adopt a resolution to dissolve the city in accordance with the plan of action. Notice of the public hearing shall be published at least once per week for two consecutive weeks, with each publication being on the same day of the week, in a newspaper of general circulation. The date of the last publication shall not be more than 10 days before the date fixed for the hearing.
(b) At a regular meeting of the council separate and apart from the date of the public hearing required by this section, the council may adopt a resolution to dissolve the city.
