North Carolina General Statutes Chapter 139. Soil and Water Conservation Districts § 139-41.1. Powers of counties that are not authorized to levy watershed improvement taxes

A county may exercise any of the powers set out in this Article without having been authorized to levy a watershed improvement tax pursuant to the procedures of G.S. 139-39 and 139-40 or otherwise.
