Claims against the state that arise from the destruction of animals or property by order of the department must contain an affidavit by the owner or the owner's agent with knowledge of the animal or property, certifying to the ownership of the animal or property, and that the animal or property has been destroyed under the law and the rules of the department. The claims must be accompanied by a certificate of appraisal together with an account of sale showing the net proceeds from the sale of the animal, if any, paid to the owner of the animal.
