(1) The department may adopt rules necessary to implement this part. Rules may include provisions for:
(a) implementation of this part; and
(b) administration of the statewide public safety communications system in accordance with this part.
(2) Rules must be adopted in accordance with the Montana Administrative Procedure Act provided for in Title 2, chapter 4.
