Missouri Revised Statutes Title XV. Lands, Levees, Drainage, Sewers and Public Water Supply § 249.170. Two trustees may make decision

In all proceedings under sections 249.010 to 249.420 at all meetings of the board of trustees the vote of two of the trustees shall be sufficient and all lawful actions in pursuance of a vote of two trustees shall be deemed the act of the sewer district.
