Within thirty days after the final order of the circuit court which has declared the district a public corporation, the circuit clerk of said court shall transmit to the secretary of state and to the county clerk and the recorder of deeds in the county in which the district is located copies of the findings and decrees of the court incorporating said district. The same shall be filed in the same manner as articles of incorporation are required to be filed under the general laws concerning corporations and the recorder and clerk shall receive a fee of one dollar each for filing and preserving the same.
