Not more than one-half the cost of instituting or maintaining the services provided for in this act 1 shall be appropriated or paid from the general revenue fund of this state, and this act 1 shall terminate thirty days after federal financial support is ended or curtailed which would cause more than fifty percent of the cost of providing or maintaining the services provided for in this act 1 to be paid by the state from its general revenue fund.
