Missouri Revised Statutes Title XL. Additional Executive Departments § 660.180. Director to make regulations

The director of the department of social services, or his delegate, is authorized, subject to the provisions of this act,  1 to promulgate regulations not inconsistent with this act  1 as necessary to qualify for maximum federal funds, subject to section 660.185 and the appropriation of state funds for this program.
