1. Upon the payment of the registration fee and the approval of the application, the director of revenue shall assign a registration number to the described outboard motor by which it may be identified during the current registration period; and shall issue and deliver to the applicant a certificate of registration containing the manufacturer's identification number or serial number, name and address of the owner, and other particulars shown in the application, together with one decal which shall contain the outboard motor registration number. The decal shall be in a form as the director shall prescribe.
2. The owner shall secure the registration decal to the outside of the outboard motor in a conspicuous place. Unless otherwise provided by law, no person shall operate, use or keep any outboard motor in this state unless a registration decal is affixed.
