Upon receipt of an application for registration of an outboard motor the director of revenue shall file the application in his office and register the described outboard motor, with the name, residence and business address of the owner, together with the essential facts stated in the application, in a book or books to be kept by him for the purpose, under the registration number to be assigned by him to the described outboard motor, which book, or books shall be open to public inspection during reasonable business hours.
