Missouri Revised Statutes Title VI. County, Township and Political Subdivision Government § 47.080. County seat commissioners to select new county seat, where

When the commissioners, or a majority of them, shall have been duly qualified, they shall select the most suitable place in said county, within one mile of the place designated in the petition, whereon to erect the public buildings.
