1. If a state agency makes application for participation in and for grants of federal funds under federal law, the agency shall at the time of the application furnish a copy thereof to the director of the budget, the legislative fiscal officer, the chairman of the senate appropriations committee and the chairman of the house appropriations committee and the minority floor leader of the senate and the house of representatives. Unless the application contains a description of the state program which is the basis for the application, a description of the program shall be annexed to the copy of the application.
2. If any application is changed in any respect, a copy of the change shall be furnished to each of the six officers.
3. A progress report on each application shall be furnished to each of the six officers by the agency at least twice each year.
4. A final report as to the final disposition of each application shall also be furnished to each of the six officers.
