A producer responsibility organization that arranges collection, recycling, composting, waste reduction, or reuse services undersections 115A.144to115A.1463may engage in anticompetitive conduct to the extent necessary to plan and implement collection, recycling, composting, waste reduction, or reuse systems to meet the obligations undersections 115A.144to115A.1463, and is immune from liability under state laws relating to antitrust, restraint of trade, and unfair trade practices.
