Michigan Compiled Laws, Chapter 125. Planning, Housing and Zoning § 125.3867

Sec. 67. A planning commission may recommend to the appropriate public officials programs for public structures and improvements and for the financing thereof, regardless of whether the planning commission is exempted from the requirement to prepare a capital improvements program under section 65.  1
