1. Scope. The Chief of the State Police may adopt rules:
A. For the administration and enforcement of this chapter;
B. To designate periods of time during which owners of vehicles must display or produce a certificate of inspection; and
C. Concerning the inspection of registered special mobile equipment not ordinarily operated over the highway.
1-A. Delay in effective date. Except for emergency rules adopted under Title 5, section 8054, rules adopted under this section take effect 30 days after filing with the Secretary of State under Title 5, section 8056, subsection 1, paragraph B.
2. Review of rules by Legislature. Rules adopted under this section are routine technical rules pursuant to Title 5, chapter 375, subchapter 2-A. 1
