1. Rules. The commissioner shall adopt rules, which are routine technical rules pursuant to Title 5, chapter 375, subchapter II-A, 1 necessary for the proper oversight of explosives and the enforcement of the provisions of this chapter.
2. Waivers. The commissioner may waive the requirements of any rule to cover any special circumstances.
3. Exceptions. This section does not apply to:
A. The possession, use, storage or intrastate transportation of 50 pounds or less of smokeless powder or black powder;
B. The possession, use, storage or intrastate transportation of 10,000 or fewer primers; or
C. The possession of 5 pounds or less of mixed binary target material for the purpose of sport shooting.
