The supreme judicial court may make and amend rules of court not inconsistent with this chapter, designating the participating counties and regulating all aspects of the selection and management of grand and trial jurors. The jury commissioner, with the approval of the supreme judicial court, may promulgate regulations setting forth policies, procedures, and forms for the selection and management of grand and trial jurors at local levels, in the juror pools, in courtrooms, and in other appropriate circumstances in furtherance of the objectives of this chapter.
