All weighing or measuring devices which cannot be made to conform to the standard shall be stamped, marked or labelled “Condemned” or “CD” by the sealer. Weighing or measuring devices in possession of a merchant or vendor not used for buying or selling, or for weighing and measuring for hire or reward shall be plainly marked by the sealer with a notice that such articles have not been sealed under this chapter. Whoever removes said notice without the consent of the person affixing the same shall be punished by a fine of not more than fifty dollars or shall be subject to a civil citation as provided in section 29A.
