The premises of any person granted a permit under section ten B shall, from time to time, be examined by the state department of public health and, if granted by the local board of health, by the board which granted it, and if such premises or the equipment used therein in connection with the business of such person is found to be in an unsanitary condition, or in violation of any provision of the rules and regulations made under section ten E, such permit may be revoked by said department or by the local board of health which granted it, as the case may be, after a hearing, ten days' written notice of which shall be given to such person.
