Notwithstanding any law to the contrary, a person may operate a commercial motor vehicle if the person has a license to operate a commercial motor vehicle issued by any state or Province or Territory of Canada, in accordance with the minimum Federal standards for the issuance of commercial motor vehicle driver licenses, or a valid Licensia Federal de Conductor issued by Mexico that has been recognized by the Administrator of the Federal Motor Carrier Safety Administration as the equivalent of a commercial driver license, if the person is not suspended, revoked, or cancelled; and if the person is not disqualified from operating a commercial motor vehicle.
