The governor shall appoint or make available from his staff, or shall designate from other departments, such personnel as shall be necessary to carry out the functions of the committee. One such person so appointed or designated shall serve as the executive director of the committee. The executive director shall be selected by the governor and may be removed by him at any time at his discretion. He shall perform such duties as the governor may prescribe. The committee shall be provided with suitable offices and equipment.
