An appeal may be taken to the county commissioners from any action under the two preceding sections, and they shall thereupon give a public hearing, with not less than fourteen days' notice thereof, in the manner required in the laying out of highways or town ways and also by publishing in a newspaper a copy of the notice not less than seven days before the hearing. At such hearing the county commissioners may finally decide such appeal.
