The board of library commissioners shall establish a statewide advisory council on cooperative library programs. This advisory council shall advise the board with regard to the following: statewide program of service; proposed standards for the delivery of statewide network services; recommendations for statewide priorities for interlibrary cooperation and resource sharing; and the effectiveness of the statewide program of services. The council shall prepare and adopt bylaws for the conduct of business which shall be approved by the board of library commissioners.
