Notwithstanding any contrary provisions of law, the board of bank incorporation or the commissioner of banks is hereby authorized to allow a bank, as defined in section one of chapter one hundred and sixty-seven, to establish and maintain a branch on the grounds of the university, all branches individually, provided that the board of trustees of said university shall determine the method and terms of the lease if applicable or rental thereof.
