The board of trustees shall fix the amount of tuition fee to be paid by each student at any of the state universities; provided, however, that said board shall in no case fix the tuition fee for full tuition during the school year at less than one hundred dollars; provided, further, that tuition fees charged to veterans, and fixed by the veterans administration pursuant to law, shall not be included within such authority and limitation. Said board shall, furthermore, charge any pupil at any of the aforesaid state universities maintaining a dormitory and boarding hall a reasonable charge for room and board at a rate not less than four hundred and twenty dollars per year.
