The division may enter into reciprocal agreements with the appropriate authority of any other state or of the United States for the purpose of exchanging information with respect to charitable organizations, professional fund-raising counsel, commercial co-venturers and professional solicitors. Pursuant to such agreements the division may accept information filed by a charitable organization with the appropriate authority of another state or of the United States in lieu of the information required to be filed by the charitable organization in accordance with the provisions of sections eighteen to thirty-five, inclusive, if such information is substantially similar to the information required under said sections.
