There is hereby established an office for refugees and immigrants under the exclusive supervision and control of a director who shall be appointed by the secretary of health and human services with the approval of the governor. The purpose of the office is to promote the full participation of refugees and immigrants as self-sufficient individuals and families in the economic, social, and civic life of the commonwealth.
