The commission shall have power to establish and to enforce reasonable rules and regulations governing the custody, use and preservation of the records, papers and files and communications of the commission concerning blind persons. No other department, bureau or agency of the commonwealth or of any political subdivision thereof, which, under any provision of law is furnished with the names of recipients of aid to the blind, shall permit the publication of lists of such names or make use thereof for purposes not directly connected with the administration of aid to the blind.
