The commission shall report annually to the general court and to the governor its activities and its recommendations. The members of the commission shall receive no compensation for their services. The commission may appoint an executive secretary who shall be exempt from the provisions of chapter thirty-one. The commission may expend for the salary of the executive secretary and for other expenses such sums as may be appropriated. The commission may also receive funds by gift, bequest and otherwise and expend the same in carrying out its program of promoting the employment of people with disabilities.
