The county commissioners in each county shall forthwith notify the state secretary of any vacancy in the office of county treasurer or of register of deeds; and the board of examiners shall give like notice to the state secretary of any vacancy in the office of county commissioner, and in each case they shall send to him a copy of the precepts issued by them for an election.
