The state secretary shall prepare for the use of election officers, city and town clerks and registrars of voters such printed information and instructions as he may deem proper to facilitate the operation of sections eighty-six to one hundred and three, inclusive. Such printed matter shall be transmitted to said officials prior to each state election. The state secretary may prepare and distribute such general information relative to said sections as he may deem expedient.
