Ballots for each political and municipal party, ballot boxes, voting lists, specimen ballots, blank forms and apparatus, seals and record books, shall be provided and treated in accordance with sections thirty-two to thirty-six, inclusive, so far as applicable, except that the chairman and secretary of the city or town committee, or, if they fail to do so, the city or town clerk, may determine the number of ballots to be provided for each ward or town, not exceeding one for each voter therein.
