The duties imposed by sections ten A and thirty-seven, respectively, upon registrars of voters shall be performed in Boston and in other cities not having registrars by the election commissioners or other persons or boards having the powers and duties of registrars, or similar powers and duties. The reports required by said section ten A shall in Boston and in such other cities be filed with said commissioners or other persons or boards.
