The department of fire services may make rules and regulations providing for the standardization throughout the commonwealth of threads on fire hose couplings, fittings and hydrant outlets for public fire protection. The state fire marshal shall prepare said rules and regulations, and they shall take effect subject to section thirty-seven of chapter thirty when approved by said commissioner and by the governor and council and on such dates as they may fix.
