An officer or enlisted person shall be responsible for the proper care, safekeeping and return, when so directed, of all items of military property issued by the United States or the commonwealth. Service members shall use the items of military property for military purposes only and, upon being discharged, transferred or otherwise separated from military service or upon the demand of a commanding officer, shall immediately deliver the items to the commanding officer or any officer ordered to receive them in good order and condition, fair wear of the items excepted.
