Persons who, at the time when chapter three hundred and fifty of the General Acts of nineteen hundred and nineteen took effect, were appointed to or employed by an office, board, commission or other governmental organization or agency abolished by said chapter and were appointed to positions in any of the departments established thereby shall retain all rights to retirement with pension that had accrued or would thereafter accrue to them, and their services shall be deemed to have been continuous as if said chapter had not been passed.
