After the close of each monthly accounting period, the comptroller shall notify the secretary of administration and finance and each officer having charge of an office, department or undertaking which receives a periodic appropriation, of the amount and per cent of each such appropriation which had been expended at the close of the preceding month for that month and for the year-to-date, of the amount available for each such appropriation and of the amount and per cent of each appropriation, if any, for the same purpose expended during the corresponding period in the preceding fiscal year.
