There shall be established and set upon the books of the commonwealth a separate fund to be known as the Public Safety Training Fund. The fund shall be administered by the secretary of public safety and security. The fund shall be used for the instruction of public safety personnel including, but not limited to, the recruitment of additional state police classes and for the municipal police training committee, under section 116 of chapter 6, as necessary, to preserve and promote the public safety. The fund shall be credited with all revenues collected from the surcharge imposed by section 12 of chapter 89 and the seventh paragraph of section 20 of chapter 90. The fund shall not be subject to section 5C of chapter 29 and shall be subject to appropriation.
