Massachusetts General Laws Part I. Administration of the Government (Ch. 1-182) Ch. 25C, § 4

The commissioner shall have and exercise supervision and control over all the affairs of the department. He shall preside at all hearings at which he is present, and shall designate an employee of the department to act as presiding officer in his absence.
