The Agency shall keep accurate accounts of all receipts and expenditures of the Government Land Bank Fund; and shall make a report annually containing an abstract of such accounts and detailed information on all receipts and expenditures, including prices paid for lands purchased, the terms upon which loans, loan guarantee and grants were made, and such other detailed information as provided in section 14. Except as otherwise provided by this chapter, the Agency shall have full power to exercise care of its property and management of its loans, loan guarantees, grants, business and affairs, and to sell and convey any lands as provided by this chapter, by deed or other instrument sealed with its corporate seal, signed and acknowledged by a majority of the board of directors of in like manner to authorize such sale and conveyance by any of its officers or agents.
